BUG 12929: 4.X CAS authentication directory required

The standard 4.X CAS authentication process does not allow for a blank(null) value to be set for the institutions CAS service url.
Current workaround: Change the configLoginCAS table design to allow the directory column to be null and change the value to null manually.
